            Notice is hereby given that an ordinance, a summary of which, is hereinafter set out, was introduced before the Board of Commissioners of the City of Millville and passed its first reading on April 18, 2023 and that said ordinance will be considered by said Board on Final Passage May 2, 2023 at 7:00 P.M. in the Richard C. McCarthy Commission Chamber, City Hall, 12 S. High Street, Millville, New Jersey, when and where all persons interested therein will be given ample opportunity to be heard for or against the adoption of said ordinance:

            

        Ordinance approving and authorizing an application to the Cumberland County Roadway Department for Dividing Creek Fire and Rescue to hold a coin drop on September 2, 2023 at the intersections of Buckshutem Road and Cedarville Road.

PUBLIC NOTICE

 

COLUMBIA AVENUE & RIVERSIDE DRIVE 

ROADWAY IMPROVEMENTS

CITY OF MILLVILLE

 

Notice is hereby given that sealed bids will be received by the Purchasing Board of the City of Millville until Thursday, April 27, 2023 at 10:00 A.M. local prevailing time, when same will be opened and read by the Purchasing Board in the Commissioner Chamber, City Hall, 12 South High Street, Millville, New Jersey 08332.

            

Financial assistance for this activity is made possible by NJDOT FY2021 Municipal Aid Program and NJDOT FY2022 Municipal Aid Program.

 

The work to be performed under this contract generally consists of milling, installation or removal and replacement of curb, sidewalk, handicap ramps and driveway aprons; resetting valves and manholes, and inlets; restoration and other appurtenant items of work to accommodate a final application of a 2” asphalt overlay; traffic striping and road signage. The location of this work is Columbia Avenue from Broad Street (County Rt. #552) to Sharp Street (County Rt. #667) and Riverside Drive from Silver Run Road (County Rt. #555) to West Main Street (NJSH Rt. #49) as identified in the Plans of Specifications in the City of Millville, New Jersey.

 

Specifications, drawings and bid proposal forms are available at the office of the City Engineer, City Hall, Millville, New Jersey where same may be reviewed and/or obtained at a cost of Fifty Dollars ($50.00) non-refundable.

 

All bids must be on the proposal form attached to the Specifications in the manner designated therein, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project clearly marked "Columbia Avenue & Riverside Drive Roadway Improvements" and addressed to the Board of Commissioners of the City of Millville, 12 S. High Street, Millville, New Jersey, 08332, and must be accompanied by a Certified Check or Bond in the amount of 10% of the total bid made payable to the City of Millville, Letter of Surety, List of Subcontractors, Public Works Contractor Registration Certificate Compliance, New Jersey Business Registration Certificate Compliance, Stockholder's Disclosure, Non-Collusion Affidavit, Affirmative Action Questionnaire, and Bidder's Checklist.

 

No Bid Forms, Specifications or Contract Drawings will be available after 4:30 P.M. local prevailing time, Friday, April 21, 2023.

 

Bidders are encouraged to attend a Pre-Bid Conference on Wednesday, April 19, 2023 at 10:00 A.M. local prevailing time, in the Sixth-Floor Conference Room at City Hall.

 

This bid is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5.

 

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. (P.L. 1975, c 127, as amended and supplemented) and N.J.A.C. 17:27 et seq., Affirmative Action requirements of the State of New Jersey.

 

Bidders are further required to comply with all provisions of Executive Order 11246 of September 24, 1965, and all of the rules, regulations and relevant orders of the Secretary of Labor regarding Affirmative Action and Equal Opportunity requirements of the Federal Government. Minority and Female owned businesses are strongly encouraged to participate in this project.

 

Bidders are advised that Federal Labor Standards require Contractors and Subcontractors to pay the appropriate Prevailing Wage Rates for all classifications of labor. The Prevailing Wage Rate shall be the higher of the State or Federal wage rate plus the fringe benefit rate for each labor classification as obtained from the Wage Rate Determination in effect at the time the contract is signed. 

 

The Board of Commissioners reserves the right to reject any or all proposals in whole or in part and to waive such informalities as may be permitted by law.

Notice is hereby given that sealed bids will be received by the Purchasing Board of the City of Millville until Thursday, April 5th at 10:00 A.M. local prevailing time, when same will be opened and read by the Purchasing Board in the Commissioner Chamber, City Hall, 12 South High Street, Millville, New Jersey 08332.

            

The work to be performed under this contract generally consists of removing existing roadway and sidewalk patches and performing final pavement restorations at various street locations throughout the City of Millville.

 

Specifications, drawings and bid proposal forms are available at the office of the City Engineer, City Hall, Millville, New Jersey where same may be reviewed and/or obtained at a cost of Twenty-Five Dollars ($25.00) non-refundable.

 

All bids must be on the proposal form attached to the Specifications in the manner designated therein, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project clearly marked "PROPOSAL FOR 2023 STREET PATCHING AND UTILITY OPENING REPAIRS" and addressed to the Board of Commissioners of the City of Millville, 12 S. High Street, Millville, New Jersey, 08332. The bid must be accompanied by the following: Bidder’s Checklist; Bid Proposal Form; Bid Guarantee in the form of a Bid Bond or Certified Check or Cashier’s Check in the amount of 10% of the total amount of the bid proposal, not to exceed $20,000, made payable to the City of Millville; Consent of Surety; Acknowledgement of Receipt of Addenda or Revisions; Stockholder Disclosure Certification; Business registration Certificate issued by the N.J. Division of Revenue; Non-Collusion Affidavit; Public Works Contractor registration; New Jersey Debarred List Affidavit; Indemnity and Hold Harmless Agreement; and Affirmative Action Compliance Notice.

Notice is hereby given that the Budget and Tax Resolution was approved by the City Commission of the

City of Millville, County of Cumberland, on March 21, 2023.

 

 

 

 

 

 

 

A hearing on the Budget and Tax Resolution will be held at the City Hall on April 18, 2023 at 7:00 pm at which

time and place objections to the Budget and Tax Resolution for the year 2023 may be presented by taxpayers

or other interested persons.  Should access to City Hall be restricted, the budget adoption and public hearing will be held via electronic methods and the City will post information on how the public can access the meeting on the City’s

website at www.millvillenj.gov.
